I agree this is a horrible, horrible bug. No one in their right mind names a new file before selecting the directory to save it in!
The obvious solution would be to switch focus back to the Name field after a new folder has been selected. However, another possible solution that (I think) will avoid any breakage to current behaviour would be if the file chooser widget, upon finding no match for the typed filename and the user pressing RETURN (i.e. that filename does not exist), were then to transfer the focus as well as that filename to the Name field.
