I also just stumbled upon this problem, it is annoying especially if you are using a smaller application font size than the default one (e.g. 8 instead of 10). However, the Gentoo guys seem to have found a way to fix this: http://sources.gentoo.org/viewcvs.py/gentoo-x86/x11-libs/gtk+/files/gtk+-2.12.9-filechooser-fix-icon-size.patch?view=markup
I have tested this patch on my Hardy installation (attached below) and it seems to work fine.
