Aplay does indeed work correctly. This command:

sog@apone:~$ aplay /usr/share/sounds/ekiga/busytone.wav
Playing WAVE '/usr/share/sounds/ekiga/busytone.wav' : Signed 16 bit Little Endian, Rate 8000 Hz, Mono

produces the expected sound.

gstreamer-properties is currently set to PulseAudio Sound Server. Previously, it was set to ALSA. Neither allows Banshee or Rhythmbox to work.
