I think the application is called gnome-codec-install.

A workaround in the meantime would be to manually install by opening a command prompt and typing:

sudo apt-get install gstreamer0.10-plugins-bad

and:

sudo apt-get install gstreamer0.10-ffmpeg

This should fetch the correct architectural builds and get playback working.
