My headless server was just bit by this. It's running 10.10 server x86, but has been upgraded through 3 releases.
The default/grub settings are identical to those listed first in the original report, except for GRUB_TIMEOUT=3.
As an incentive to get this fixed :-P here are pictures taken just before new year's, of an Arriva information kiosk probably having the same problem...
