This took down one of my Digital Ocean droplets running Debian 10 (because I was an idiot and said "yes" to continue when grub reported a failure).
But I was able to fix it similar to Bernd by booting the DO recovery ISO (that runs Ubuntu), mount my root disk at /mnt, chroot, and then run:
grub-install --root-directory=/mnt/ /dev/vda
