a way that works for me is setting quick_boot to "0" in /etc/grub.d/10_linux and running update-grub2
this removes the ubuntu specific save_env command via the recordfail function
this then causes the problematic check_blocklist function to not be called.

you can verify that the save_env calls are gone in /boot/grub/grub.cfg
