I have this BUG and it has appeared spontaneously. I have never had it before with this distro.
Have tried a couple of suggestions found in comments above:

:~$ GRUB_DEFAULT=0
:~$ #GRUB_HIDDEN_TIMEOUT=0
:~$ #GRUB_HIDDEN_TIMEOUT_QUIET=true
:~$ GRUB_TIMEOUT=5
:~$ sudo update-grub
