Not sure this is really meant to be, but it seems the efifb is initialized because grub passes this VGA type to the kernel. When I uncomment the line in /etc/default/grub that sets GRUB_TERMINAL=console, then the efifb driver is not loaded. There is a early error message that video mode could not be set but at least this results in the cirrus driver loading all the time.
