When entering a vesa vga option on the kernel boot command line, if you're entering a mode in hex (360 is hex, equal to 864 in base 10), it needs to be prefixed with 0x, so that the kernel can distinguish what kind of number you're entering. Thus, either "vga=0x360" or "vga=864" should work for you.

Closing as not a bug, though admittedly the interface here is confusing.
