The grub package in question is absolutely not used on your system. It
can't be, you have no menu.lst, which is the config file grub uses to know
what to boot.
I don't know why you have the 'grub' package installed. It is never
installed by default on an Ubuntu 16.04 system. The package name for grub
in 16.04 is 'grub-pc'.
