This bug was fixed in the package grub2 - 2.00-15ubuntu2

grub2 (2.00-15ubuntu2) saucy; urgency=low

  * Add ubuntu_shim_by_default.patch that makes any EFI system boot into
    the shim (if installed) even if SecureBoot is disabled. (LP: #1184297)
