Ha, I found it to be a setup detail that I used for debugging before and missed that for proper pps usage (without hacky workarounds) is required.

I added all that is needed in https://discourse.ubuntu.com/t/network-ntp/11878
which will render it there as well as on html/pdf versions of the guide.
