While doing some bug cleanup, I found this old bug.

First of all, thank you for reporting this bug to Ubuntu.

Ubuntu 16.04 (xenial) reached end-of-standard-support on April 29 2021, so I'm afraid this bug can't be fixed. We are sorry that we do not always have the capacity to look at all reported bugs in a timely manner, but it appears to be no further action possible at this time (because this bug is not a security bug). I must mark this bug as "Won't fix".

Despite the above, in a quick look, your problem seems to be related to an already existing user gspd:

Setting up gpsd (3.15-2build1) ...
Creating/updating gpsd user account...
You are required to change your password immediately (root enforced)
chfn: PAM: Authentication token is no longer valid; new one required
adduser: `/usr/bin/chfn -f GPSD system user gpsd' returned error code 1. Exiting.
Non-system user gpsd found. I will not overwrite a non-system
user. Remove the user and reinstall gpsd.

Please, follow the suggestion about the user removal.
