Comment 6 for bug 2040082

I've uploaded the patch above to mantic after building it in a mantic VM and starting an ubuntu container as root. This convinced me the package actually works.

Note that this consists of two uploads:

a) the actual code-change in containers/common
b) rebuilding podman to pick up this code change

they need to be accepted and built in this oder.
