It's most likely unity8-dash dead or launched in wrong order.
1. Please include the log in /home/phablet/.cache/upstart/unity8-dash.log 2. Please see if there is crash data in /var/crash/*unity8-dash*
If you find the files, please upload them to this bug report.
You can verify the unity8-dash is running or not by this command $ initctl list|grep -i unity8-dash
and restart it to se if the user interface come back as you expected $ restart unity8-dash
