Actually, %VERIFY_ALLOW_BROKEN wasn't a valid priority string in older releases. I'll backport these two commits:

They will allow specifying %VERIFY_ALLOW_BROKEN or %VERIFY_ALLOW_SIGN_WITH_SHA1
