Have you tried to add "use-agent" into ~/.gnupg/gpg.conf. This should enable starting gpg-agent by /etc/X11/Xsession.d/90gpg-agent. Probably, it is rather unintuitive, but work for me in Kubuntu 11.04 (Natty).

You can also add "enable-ssh-support".
