after inspecting the source, scd/apdu.c, line1584:

  const char *wrapperpgm = GNUPG_LIBEXECDIR "/gnupg-pcsc-wrapper";

indicates that this code has been reworked. I strongly suspect this issue is fixed now at least in lucid, I haven't checked earlier versions.
