I'm a bit surprised. reportbug shouldn't run gnupg2. Or did you run a different command?
You might further simply turn off the gnupg-agent in .gnupfg/gpg.conf. This is something Ubuntu enables even for gnupg 1.4 (for whatever reason, see https://bugs.launchpad.net/ubuntu/+source/gnupg/+bug/367163 for the bad impacts).
