By the way, this works out of the box in Mandriva 2005. Furthermore:

[mandriva]$ stty -a | fgrep 'stop = '
eol2 = <undef>; start = ^Q; stop = ^S; susp = ^Z; rprnt = ^R; werase = ^W;

Thus, they are not using this workaround...
