I think that we have here a derious regression no matter what we choose to do, because non-latin hotkeys were usable in previous versions of Gnome. But I also think that users of apps like Eclipse and JetBrains are programmers who rarely have to use non-latin languages, while users of LibreOffice use these languages all the time and are more dependant on them.
This is why I think that until a solution is found, these patches should be used across the board. If they are problematic, maybe it makes more sense to enable them for the PPA's only, and not in the stable version.
