My bug was marked as a dupe of this bug. (Bug 69145)

I had a similar issue. No admin group. I apt-get dist-upgrade'd from dapper.

After creating the admin group and adding myself, I still get the same issue as mentioned in my bug.

Starting the services admin app gives an error:
The configuration could not be loaded
You are not allowed to access the system configuration.
