Time according to all other timing devices around me is is currently 13:26 on the same date

Clock preferences dialog shows:

Clock type: 24 hour

[ ] show seconds
[x] show date
[ ] use UTC

"before and after running the application?"

What application?

"Do you have ntpdate running at boot?"

How can I tell?
