I didn't realize Ubuntu had switched to gnome-shell-extension-desktop-icons-ng while I was away, but it's disabled by default after upgrades. So yes "Open in Terminal" does exist there.
It still makes no sense for the case without extensions (gnome-shell task) because there is no context to be opened in a terminal there. The 'Desktop' folder is meaningless in that case so opening it in a terminal is also meaningless.
I will update all the tasks with the correct status at the top of this page now...
