as I said above if gnome-shell-extension-desktop-icons-ng is activated the option appears.
but 'open in terminal' does not use an icon on desktop but just opens a terminal, and ctrl+alt+t works fine to open the the terminal also if gnome-shell-extension-desktop-icons-ng is not activated.
