For me, the issue is fixed when unlocking the screen.

However NOT when resuming laptop after a suspend.

Laptop, using laptop display only > Suspend > Plugin additional monitor > Resume. Only laptop screen is active.

Login > Restart Gnome-shell, second screen resumes.
