unable to configure additional keyboard

After adding a second keyboard to my computer i tried to change the keyboard layout. i want a "german" layout for my old keyboard and a "us" layout for my new keyboard.
I tried to create a "inputclass" section in /usr/share/X11/xorg.conf.de" wich sets "xkb_layout" to "us" by using "matchUSBID" but the settings do not work.
The gnome keyboard settings doesn't offer a way to change the layout for a specific keyboard.

if the issue was that the new layout was not listed until a session restart then it's bug #1802680
