unable to configure additional keyboard

Bug Description
After adding a second keyboard to my computer i tried to change the keyboard layout. i want a "german" layout for my old keyboard and a "us" layout for my new keyboard.
I tried to create a "inputclass" section in /usr/share/
The gnome keyboard settings doesn't offer a way to change the layout for a specific keyboard.
