Adding keyboard layout broken without logout

Bug Description

On my system, the default keyboard layout is English (Colemak). I have English (US) as a secondary keyboard layout.

I attempted to add Russian, which worked. However, when I switched to it using Super+Space, input was really done in QWERTY. Both Russian and English (US) were effectively QWERTY options until I logged out and back in.

Steps from a duplicate bug affecting Bionic:

1. Open 'Language and Region' in Settings
2. Add Arabic as a new input source
3. Change to Arabic in the top panel, or press super+space
4. Write in Gedit or LibreOffice
5. The written text is still Latin (German is my first input source)

The new input source (Arabic) is not recognized unless after restart.

Thank you for your bug report. What Ubuntu version do you use? There is a know issue in 18.10 which is resolved 3.30.2 (which isn't in Ubuntu yet)
