This bug is not specific to Ubuntu, I found out today that I have exactly the same problem on my other desktop running Fedora 29 with GNOME 3.30.1. I have the following extensions installed on it:

- (K)StatusNotifierItem/AppIndicator Support
- Dash to dock
- No topleft hot corner
- Background logo
