Tried on both 18.04 (gnome-shell version 3.28.3 and 3.28.1) and 18.10 (3.30.1).
No extensions at all.

Got cpu usage changing from 20% to 90% just moving mouse around.

3.28.1 behaviour is slightly better: from 15% to 30-40%
