On Ubuntu 16.04 the login screen and system menu bar, ... is moved to the monitor where the mouse pointer is located. On Ubuntu 18.04 login dialog and system menues are restricted to the main monitor.

So if you have a notebook with defect lcd display you can work with it using Ubuntu 16.04 and an external monitor, but you cannot work with Ubuntu 18.04, because you are not able to login!
