Install gnome-shell 3.28.3-0ubuntu0.18.04.4 from the -proposed repo fixed the problem for me! Running Ubuntu 18.04. Thanks for the fix!

$ apt list gnome-shell
Listing... Done
gnome-shell/now 3.28.3-0ubuntu0.18.04.4 amd64 [installed,local]
