Note: if you touch "Activities" first, and then touch the Applications Grid Icon, then the dash showing all application icons appears without issue.

However, if you have the dock set set to "always show", and you happen to touch the Applications Grid Icon (before tapping the "Activities" label at the top left) then this issue appears.
