I was experiencing the same issue on KDE Neon. Interestingly, this used to work for ages, and now suddenly popped up all of a sudden. Running `sudo kbd_mode -s` worked for me too.

Please could an attempt be made to prevent this from happening in the future? It's quite annoying.
