I just modified comment 31 (https://bugs.launchpad.net/ubuntu/+source/gnome-shell/+bug/1508146/comments/31):

$ sudo dumpkeys | grep -v -E '^(\W+)alt(\W+)keycode.*Cons' | sudo loadkeys

Everything with alt at the beginning and Console will not switch (to) consoles anymore.
