I have done some more testing. The T400 has an integrated Intel graphics chip and an ATI card. When using the ATI card, the problem occurs. When using the Intel card, it does not. If I use the ATI Catalyst Control Centre app to change the settings, the problem does not occur.

So my current work around is to use the ATI Catalyst Control Centre app.
