The resolution not being configurable by the vnc client is expected I think. Xvnc and I assume vnc4server don't support xrandr so you can't change the resolution from what is configured on the server when the display is created. So I think that one is a limitation rather than a bug. You can make multiple virtual displays on the server, each at different resolutions to suit different client devices (netbook vs. laptop).
