this can be worked around by installing the "Auto Hide Top Panel Extension" extension and making sure that the top panel is hidden. This makes the app capture the mouse focus as soon as you click on the screen.

Not perfect, since it has to be installed, and needs to be in the right mode too. And besides, the extensions are always breaking as soon as the shell is updated.
