It looks like there are actually several bugs here.
One is that "gnome-session-save --kil" calls gnome-power-manager and takes 30 seconds to time out. It should check if gnome-power-manager is running before making the call, and skip that step if it isn't. This should be easy to fix, and can be worked around by reenabling gnome-power-manager in the sessions box.
The other bugs seem to have something to do with gnome-panel and should probably be split to their own bug.
