Restart and shutdown reverts to login due to authorization

Bug Description

The OS will go to the login area almost every time I shutdown or restart my computer with the notification menu. This also happens if a CTL+ALT+DEL sequence is used to shutdown. I checked the logs and found this error relating to the problem. This problem will occur if all applications are properly shutdown or not. Note: I only have one active account other than the default guest account. Also, this will happen again if I login in and try to restart or shutdown immediately afterwards.
