Bug Description
Based on Bug #1392053's closing comment, creating a new bug report as I am also facing this issue with gnome-screenshot. It's the same error, where there's a white outline in the centre (where the screenshot area is), and everything else on the screen is darker.
Uncertain how to reproduce the error currently.
My system details are as follows.

To repro: make sure you select the Video (not Photo) option. Then click the (now-red- inner-circled) Record button.
The white selection/area pane will remain, with the rest of the screen dimmed, until you stop the recording.
How do you stop it? Look for a small control, with a white-on-red black square to the right of a counting-up timer for the video, and click that little square.
So it's not so much a "bug" as a surprising, if not almost-hidden (especially for those of us with kinda-largish monitors), behavior.
(This took me almost 10 minutes to figure out!!)
