OK... i finally found the operative bug report (the duplicate) and that the sound thing is actually the sound: /usr/share/gnome-power-manager/gpm-suspend-failure.wav which is played on an error, so I just turned the error sound off in the Power Manager preferences. It was that or turn the bug into a feature by making the failure sound a QUIET little wave file that says in a HAL 9000 voice "Welcome back. Now close the error message and we'll begin."
