The log from your first test case (disconnecting AC after powering up) shows that the critically low battery is ignored because the computer still thinks you're on AC.

Please provide the output of "upower --dump" with AC disconnected for both test cases above (1 - disconnecting AC after starting up, 2 - disconnecting AC before starting up)
