Had the same bug on an HP NC6000 where the notification applet would display the fully charged dialogue every 2 seconds after being charged.

Applying the patch from:
http://bugzilla.gnome.org/show_bug.cgi?id=338281

On the 2.14.0-1 release appears to fix it though.
