I'm using Hardy, same problem here on desktop. Even though I've set display to sleep after 2 minutes, the screen does not go to standby - instead the screensaver continues to display.

I've attached my `gnome-power-manager --no-daemon --verbose` results.

Is it because of the timeouts=0 0 0?

Also here's what `xset q` tells about DPMS.
DPMS (Energy Star):
  Standby: 0 Suspend: 0 Off: 0
  DPMS is Enabled
  Monitor is On
