I downloaded and compiled the most recent Gnome source for gnome-power-manager (version 2.23.1 in trunk), and this fixed the problem for me. So, unless this is a quirk of the build process, it seems that this bug is somehow fixed upstream. But I couldn't find any reference to it.

Also, there is a duplicate of this bug at #207553.
