Thank you for your bug report. That's more likely to be a kernel issue than a desktop one though, gnome-power-manager is only including a frontend to see battery stats nowadays. Is there any chance you could try with a xenial kernel to see if that works better?
Otherwise the desktop component handling screen settings is unity-settings-daemon but that codebase didn't change much in recent cycles... note that level changing when disc/connecting from/to a/c is an old issue though it could depends of the driver.
Unassigning the desktop team since that doesn't seem like an high priority issue nor a desktop regression.
