Hi Ted,
 this is a serious regression!
I can confirm that in Gutsy worked. No matter if my battery is broken (30% capacity)...I expect that g-p-m warns me and shuts my laptop down gracefully (just like it did in gutsy).
If I can help somehow, let me know.
