I have the same problem - on an LG T1 Express Dual.

If use_time_for_policy is true it doesn't hibernate before the computer shuts off hard (the power-manager applet runs down to 0% charge and stops showing time estimates before that happends)
Setting use_time_for_policy to false solves the problem.
